The Screening Committee report and APARs of all AGM/DE (T) working on regular basis is not yet received from all of the circles.

All the Circle / District Secretaries are requested to ensure immediate dispatch of these pending APARs at the earliest so that the long awaited DPC in view of the recently pronounced judgment by Hon'ble Supreme Court in the matter of Rule 206 implementation.

The captioned matter C.A. No. 4389/2010 and connected matters were listed today as Item No. 101 in Court No. 11 before Hon'ble Justice A.K. Goel and Hon'ble Justice U.U. Lalit at the Hon'ble Supreme Court of India. This was consequent upon implementation of Hon'ble Supreme Court Order dated 21.01.2015 and recommendations of the Expert Committee and after hearing all the parties Hon'ble Supreme Court passed orders that no further orders are required after the recommendations of the expert committee.

However, the Hon'ble Court allowed the prayer of BSNL with regard to payment of arrears that nop arrears be paid but pay finalization with their seniority be re-fixed and be paid same from 01.01,.2018. It will also include pensionary benefits. So far 45 SDEs promoted in 1993 are concerned, out of them 3 are in BSNL and 11 are in MTNL, their promotions will not be disturbed since their promotions is already protected in earlier judgment.

Today all General Secretaries met and decided to strengthen the two day strike call on 12th and 13th December 2017 and appealed all executives and non-executives of BSNL to 100% implement the strike call.

  1. Payment of pension contribution on actual basis instead of maximum of the Pay Scales:-GM (SR) informed that the matter is under process in DoT.

    It is learnt that the Establishment Cell of DOT has supported BSNL's proposal but the Internal finance of DOT is not in favour to recommend the case to DOE. We will have to take a legal opinion in this regard on DOP&T orders.
  2. Sanction of special C/L to the Circle/ District level office bearers of AIBSNLEA:- GM(SR) informed that matter is under consideration and shortly some decision will be taken by the competent authority.

Congratulations! AIBSNLEA got stay orders in the Principal CAT New Delhi today for the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. The case filed by AIBSNLEA vide OA/100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 came up for hearing today in the Principal Bench of Hon'ble CAT (Court No. 5 Item No. 37). In today's hearing DoT advocated asked a copy of the reply submitted by the advocate of BSNL in the Hon'ble court and requested for some time to study it. On it, our advocate argued. However, Hon'ble PB CAT posted the matter for further hearing on 11.12.2017 and till then kept the DoT order dated 05.07.2017 in abeyance.

The pros and cons on implementation of the Draft Rectt./Promotion Rule, proposing Time bound functional promotion upto AGM grade for all cadres / streams are as under:-

1.2: The modified policy shall be implemented w.e.f. 01.01.2017:
Pros: The modified policy implementing w.e.f. 01.01.2017 will provide time bound functional promotion upto AGM level which will benefit the newly recruited executives, recruited after 2010.
Cons: The modified policy implementing w.e.f. 01.01.2017 will not give benefit to the senior executives in the cadre having more than 20 years of service which will cause frustration and discontentment among them. For example, one JTO recruited in the year 1995 and completed 21 years of service is still waiting his first functional promotion as a SDE and one JTO recruited in the year 2011 completed 5 years of service will get SDE promotion together. No service weightage to the senior executive is ensured.

1.3: On approval of the policy, all existing RR in the grade of SDE /equivalent will be treated as scrapped and MSRR 2009 will be modified to the extent that promotion of AGM/DE Grade in all the schedule-IA, IB, IC & ID shall be treated to be deleted. Remaining portion of MSRR shall be continued to be followed as per the existing provision. MT recruitment will continue as per the existing provision of Recruitment Rule of MT.
Pros: MT recruitment at STS level as per the existing provisions of recruitment rule of MT, It may help in filling up Top level SAG/HAG level post on fast track method through MTs of outside and inside quote. Few of Group B level executives will also get a chance to become MT through this process.
Cons: MT recruitment at STS level will block the career progression of Group B level executives as we have experienced in DOT setup through JTS OF ITS Grup A recruitment rules 1991. Where in one DR JTO of DOT used to retire as Adhoc DE after completing 37-38 years of service. The similar situation will develop in BSNL after the introduction of MT recruitment.

1.4: Powers for relaxation/ modification/ amendment to these rules will vest with the Management committee of BSNL Board.
Pros: It will provide easy path to BSNL management to relax/modify/amendment to these rules with the approval of management committee of BSNL Board.

: BSNL management, as its own or under the unforeseen pressures may any time relax/modify/amend these rules with the approval of BSNL MC which may be in the interest of executives or against. These rules are approved by the BSNL Board and cleared by DOT may not be allowed to BSNL management to make such provisions since the pension payment is being made by DOT.

3.0: Authorized strength of the Service: The authorized strength of the executives in various cadre/stream shall be as per the provisional HR plan
Pros: As per Deloite recommendations the sanction posts of Group A and B level executives will be reduced the wage payment liability of BSNL through the proposed HR plan.
Cons: As per new HR plan based on Deloite recommendations the huge number of sanctioned posts of Group A and B will be reduced which will adversely affect the career progression of BSNL executives by way of stagnation due to non-availability of the posts.

5.1: All the existing Executives up to AGM/DGM(Adhoc) shall continue to be considered for financial up-gradation to the next higher scale upto E-6 scale on completion of 5 years of service from the date of placement in lower scale through conduction of CPC. The benchmarks considered for financial up-gradation shall be as per the prescribed provisions in the schedule. The new Benchmarks shall be applied to those executives whose financial up-gradations are due w.e.f. 01.01.2018.
Pros: The stringent benchmark will filtered the executives and the less number of executives will be promoted to the higher post to reduce to number.
Cons: The stringent benchmark will block the career prospect of majority executives thus the spirit of time bound promotion on functional basis to all executives will be defeated. Considering this, the benchmark proposed by Khan Committee was appropriate of functional promotions.

5.3 II: All the executives eligible for promotion for a vacancy year i.e. promotion under SCF, for which the result of the LDCE (other channel of promotion) has been issued and promotion order is pending, the promotion of executives of both the channel shall be considered deemed to have been promoted before 1.1.2017 and they shall be treated en-bloc senior to the executives promoted as per this Rule.
Pros: The promotion of executives of both the channel shall be considered deemed to have been promoted before 1.1.2017 and they shall be treated en-bloc senior to the executives promoted as per this Rule. It will depend upon the year to year vacancies.
Cons: The executives of LDCE quota appeared through a particular vacancy year will continue to claim their seniority along with the vacancies of SCF quota. It may invite litigations and derail the process.

12.0: The executive shall join the place of posting on promotion within 40 days of the issue of the order of promotion by BSNL CO. The period of 40 days may be extended in exceptional and deserving case, in the interest of service, where the Administrative requirement so demands with the approval of appointing authority. In case the Executives who are granted functional promotion but fails to join the promoted grade within the time or decline promotion, then Management reserves the right to forfeit his promotion and executive shall not be considered for functional promotion or financial up-gradation to higher scale for next one Year or next CPC whichever is later, from the date of deemed refusal (after 40 days) or from date of application of refusal.
Pros and Cons: If on promotion outside circle one is forced to refuse due to medical/ family issues, he will stagnate in his own pay scale as there is no financial up gradation. This type of situation should be relaxed and genuinely should be weighted.

16.0: New designations for Executives: In the Policy new Designation has been incorporated and shall hereafter be followed at all levels at H.Q./Circle/SSA etc.
Pros and Cons: Khan committee has no where suggested Sr. SDE as functional promotion and tightening the norms by deciding even one "Average" as disqualification in promotion for JTO, SDE, Sr. SDE, DE cadres i.e. for the span of 20 years. We strongly submits that there is no need to alive the Sr. SDE cadre. By this inclusion the Executives will be derailed from their justified promotions and will be bound to remain in the same pay scale for 10 years, which is the violation of EPP. We strongly oppose such inclusion.

The case filed by AIBSNLEA vide OA/100/2649/2017 in Hon'ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP came up for hearing on 06.11.2017 in the Principal Bench of Hon'ble CAT (Court No. 4). BSNL Advocate requested for supply of MA Copy and also requested for hearing date in the first week of December. AIBSNLEA advocate requested for immediate hearing. However, Hon'ble court posted the matter for further hearing on 28th November 2017.

The CPSU Cadre Hierarchy (CCH) is secretly planned by SNEA with Pers. Cell of BSNL only for smooth implementation of DOT's order on E1 & E2 scales in BSNL at the cost of the executives career.

The SNEA leadership while uploading the secretly planned CCH (They themselves admitted in same posting) never related the existing pay scales with the proposed Hierarchy. As in reality those are perfectly matching with the DOT's order E1 for JTO, E2 For SDE and that is the reason for which all this secrecy about.

Pl see how perfectly it is matched.
E1 - JTO/JAO (Dy Manager)
E2 - SDE/AO (Manager)
E3 - SrSDE/SrAO ( Sr. Manager)
E4 - DE/CAO ( Asst. GM)
E5 - DGM

Otherwise had the demand of SNEA E2 for JTO and E3 for SDE was genuine, they would have never agreed to such CCH proposal. Because in that situation the ideal proposal should have been:
E2 - JTO/JAO (Dy Manager)
E3 - SDE/AO (Manager)
E4 - SrSDE/SrAO ( Sr Manager)
E5 - DE/CAO ( Asst. GM)
E6 - DGM

But SNEA is all along opposing the cascading demand on all scales and demand only E2 for JTO and E3 for SDE which means if the same demand is achieved without cascading then in the proposed CCH the pay structure will be:
E2 - JTO/JAO (Dy Manager)
E3 - SDE/AO (Manager)
E3 - SrSDE/SrAO ( Sr. Manager)
E4 - DE/CAO ( Asst. GM)
i.e. 10 years in E3 scale in spite of a functional promotion in between.

Conclusion: The executives of BSNL are put into a loose-loose situation with the proposed CCH. Either accept E1 for JTO and get next scale with each functional promotion or accept 10 years in E3 scale although functional promotion from Manager to Sr Manager.

Other pertinent points like fast track promotion, benefits for SC/ST are also missing in the proposal.

The issue of converting promotion to Sr SDE/Sr AO as functional promotion is of vital importance for the cadre. Earlier whenever this issue was deliberated in any forum, the decision was always against introduction of a functional grade between SDE/AO and DE/CAO. Now SNEA has given its consent for introduction of the functional grade Sr Manager. *Will they kindly inform the executive fraternity when and in which forum they deliberated and decided such vital issue. If deliberated then why they kept it secret from the entire community of Executives of BSNL.

It is also interesting to note the attitude of AIGETOA leadership. As claimed by SNEA in their website, AIGETOA was also consulted while planning this secret CCH. If it is true how they gave consent to such system which is out and out detrimental to all the DRs of BSNL.

Finally on the point of secrecy. We have earlier experience on management formulating detrimental orders / schemes secretly,. This is the first time we are seeing the Majority Assn. is also becoming a part of the secret mission for damaging the cadre which they represent.

Remember only conspiracies are required to be kept secret, good plannings need not.

The Circle Conference of AIBSNLEA Punjab Telecom Circle was organized on 29.10.2017 at the basement Conference Hall of Baba Balak Nath Mandir, Sector 29 Chandigarh in a grand manner. The Conference was attended by Com. GS Shri Prahlad Rai, Com. S.Shiva kumar President, Shri Devesh Sharma,Organizing Secretary (North) from AIBSNLEA CHQ side. The session of the conference was attended by Shri Subodh Kr. Gupta CGMT Punjab Circle as Chief Guest. Shri V.K.Garg GM (A) Circle Office Chandigarh was the Guest of Honor.

Com. Mohd.Jamil welcomed all the guests, in his welcome address, all the dignitaries were welcomed by presenting the bouquets. In Circle Secretary Report he elaborately explained that BSNL is in Loss not only due to its hardworking employees but it is only due to wrong policies of the Govt. he thanked to AIBSNLEA CHQ for extending every support to AIBSNLEA Punjab.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained the efforts of GS AIBSNLEA CHQ in continuously resolving the issues of BSNL Executives. He mentioned that the Punjab Circle's importance for not only AIBSNLEA but also for the entire BSNL as a whole. He mentioned about the efforts of the AIBSNLEA CHQ for resolving the issues of the BSNL DR Executives. He also mentioned that the AIBSNLEA is trying very hard and in true sense for the 3rd PRC benefits for the BSNL Executives.

Shri V.K.Garg GM (A) Circle Office Chandigarh in his address advised to analyze our pending issues frequently. He mentioned that the promotions in the BSNL are pending and approximately 350 Junior Engineers have joined in the Punjab Circle. He assured that the doors of the Circle Office Chandigarh are always open for the BSNL Executives for their problems.

All India President Com. Sh. Shiva Kumar in his address explained in detail about the efforts made by the AIBSNLEA CHQ in resolving the pertaining the BSNL Executives. He categorically mentioned that the AIBSNLEA is safeguarding the interest of the BSNL Executives in true sense and the so called recognized Association is not playing any fruitful role in that He explained the efforts of the HR AIBSNLEA for achievement many issues.

GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Punjab Circle for holding the circle conference and thanked the comrades for their participation. In his detailed address Com. GS mentioned that the Punjab Circle is a very important Circle for the AIBSNLEA and as well as BSNL. He appealed the Circle leadership to think about the weakness of the organization in the Punjab Circle and to adopt the steps to overcome the same. Com. GS mentioned that the viability and existence of BSNL is the most important issue today and we have to analyze the reasons of BSNL's today's position.

Com. GS mentioned the steps taken by the AIBSNLEA to smoothen the career progression of the BSNL Executives like creation of BSNL MSRR, transparent transfer policy, perks grant to the BSNL Executives w.e.f. 01.01.2005. He informed that due to AIBSNLEA oppose, the SAM G Pitroda recommendations like 30 % disinvestment, VRS to 1 lakh employees, unbundling of the copper conductor has stopped due to the same only the BSNL is having more than 65% BB market share at present. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DOT. Com. GS mentioned that the Broadband is the life line of BSNL and source of revenue and we have not fully optimally utilized our copper conductor. Com. GS stressed that the Customer Delightness, Quality of Services and change in attitude is the need of hour.

Com GS further explained the burning issues of the Headquarters level. He informed that BSNL employee will definitely get 3rd PRC benefits. At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

Special Guest of the Open Session Shri Subodh Kr. Gupta CGMT Punjab Circle in his address stressed upon the need of the revenue realization. He appealed to the all Executives of the Punjab Circle to work with the full dedication and enthusiasm with maturity. He stressed the need to keep a keen watch on uptime, down time and MTTR parameters for good services. At last he appealed all to work with full determination and dedication for the growth of BSNL.

AIBSNLEA Punjab Circle President Com Kuldeep Ram extended the vote of thanks. Meeting ended with national anthem. The entire meeting Hall was Jam Packed.

GS discussed with concerned officers in BSNL Corporate Office and confirmed that BSNL Board in its meeting held on 24.10.2017 has cleared the BSNL's proposal approved by the Management Committee of BSNL Board for implementation of 3rd PRC recommendations with 15% fitment benefits in BSNL. It is understood that Govt. may put an embargo on the pretext of the affordability clause of PRC report. DoT has now to take the clearance from Cabinet Secretariat / PMO for relaxation in the affordability clause. Thereafter only, the presidential orders will be issued by DoT.

In view of these developments all the Unions and Associations of BSNL agitation programme has to be implemented with 100% success to mount required pressure.

  1. Every Branch may deposit minimum Rs.500/-, for circle conference or Rs.300/- per- member participating in circle conference. Maximum Participation may please be ensured.
  2. All district secretaries are requested to open Bank A/C's of their branches in all the districts and A/c Number, Bank name along with IFSC code may be informed to circle finance secretary So that branch quota may be remitted in their Accounts.
  3. Distt. Secretaries of Newly formed branches are requested to fill member ship forms of their members and submit to their concerned A.O claim.
  4. Circle and CHQ Quota prior to the implementation of ERP that is before 01-01-2017 may be remitted to circle finance secretary immediately.
  5. District secretaries of Circle office, Chandigarh and data nodal centre branches are requested to collectively manage all the activities of circle conference.

Baldev Singh, held with CGMT Pb. Sh. Subodh kumar Gupta, ITS on dated 06/10/2017 at 12:00 hrs. Circle secy. Mohd.Jamil along with Circle body Presented bouquet to the CGMT Punjab.

In the beginning Circle secy. Mohd.Jamil thanked worthy CGMT for calling introductory meeting well in time. CGMT (Pb) warmly welcomed to all the members of circle body.

After brief introduction, CGMT assured to the circle body of AIBSNLEA to stand with welfare of BSNL and Its employee. The circle body taken up the issues of mutual case, couple case and adopting the transparency in transfers according to transfer policy. CGMT assured to implement transfer policy in true spirit. No undue favour will be given; all the cases will be resolved on merit. Worthy CGMT stressed upon to increase the revenue of Punjab circle. All out efforts should be made by each and everyone So that the economic condition of BSNL may improve and all the members of BSNL may enjoy the fruits. He also stressed upon the unity of the BSNL, work together leaving aside the unions and association. CGMT Punjab discussed the HR issue raised by AIBSNLEA body and CGMT instructed to Sh. V.K Garg GM (Admin) to solve them, There after AIBSNLEA body met GM( Admin) to discuss the promotional case of Sh. Gayatri CAO(CA) Ludhiana. GM(Admin) immediately talked to GM (Firozabad) to submit ACR of Sh. Gayatri CAO(CA) Ludhiana So that the promotional case may be proceeded.

The meeting held in very much cordial atmosphere in the end CGMT (Pb) thanked to all the members of Association. At the end Sh. Baldev Singh paid a vote of thanks to CGMT Punjab.

The above noted matter was listed for hearing 10.08.2017 before Hon'ble Tribunal and after hearing Hon'ble Tribunal issued show cause notice to the respondents. Counsel for DoT had accepted notice and sought two weeks time to file reply on interim application for stay of the order dated 5.7.2017 issued by Department. Now 24.8.2017 is fixed for hearing on grant of interim stay.

AIBSNLEA have been fighting for the settlement of all the legitimate HR issues and viability of BSNL since its inception and achieved many mile stones during the period by getting implemented grant of perks to executives w.e.f. 01.01.2005, implementation of EPP w.e.f 18.01.2007, filling of all vacant STS Group-'A' level posts in all discipline by getting clearance from DoT in Sept.-2006, Transparent Transfer Policy-2008, BSNL MSRR-2009, Implementation of 2nd PRC recommendations in BSNL with full 30% fitment benefits in BSNL, IDA Pension revision for BSNL Pensioners issued on 15.03.2011, Merger of 50% DA with Basic Pay w.e.f. 01.01.2007 effectively amounting to 78.2% for the purpose of fitment and pay fixation in the revised pay scales, Withdrawal of 60:40 provision in the Pension Rules 37A for BSNL employees and payment of 78.2% fitment benefit to BSNL Pensioners, Withdrawal of MT RR-2008 and 2011, Regularization of adhoc level executives in all disciplines, filling up of the vacant DGM/SE posts in all disciplines, 3% superannuation benefit to BSNL recruited employees, framing of JTO RR-2014 and conduction of JTO LICE, Creation of PPS and Sr. PPS posts, regularization of offg. JTOs, Rs. 22820/- Pay anomaly resolution by formation of Committee and active participation in all the struggles of BSNL Unions and Associations to protect the interest of BSNL etc.

Recently in December-2016 BSNL Management conducted referendum for majority executive Association wherein AIBSNLEA by getting 18,400 votes got Support Association status and thereafter continuously trying to protect the interest of all the BSNL executives i.e. whether it is BSNL recruited or absorbed in BSNL. After referendum under the banner of United Forum of BSNL Executives Associations one agitation was launched for the settlement of the burning demands i.e. pay loss of post 2007 recruited executives, standard pay scales by replacing E1A by E2, E2A by E3 and subsequent up-gradation of pay scales E3 by E4, E4 by E5, E5 by E6 and E6 by E7, 30% superannuation benefit to BSNL recruited employees, CPSU Cadre hierarchy as per the Khan Committee report, 3rd PRC implementation with 15% fitment benefit and pension revision of BSNL pensioners etc. On the positive assurance given by the CMD BSNL and Director (HR) the agitation programme was deferred. But immediately just after the deferment of the agitation, BSNL management took vindictive actions against the General Secretaries of AIBSNLEA, AIGETOA and AITEEA by issuing "Show Cause" notice, deduction of salary of two days DHARNA organized on 27th and 28th Dec-2016 by canceling the sanctioned E/L and C/L etc.

Thereafter, on 28th March-2017, DoT administration issued 'Presidential Directives' for E1A and E2A intermediary pay scales which created unrest and accordingly AIBSNALEA and AITEEA organized protest demonstration on 06.04.2017 wherein Com. GS, AIGETOA was also requested to sign the notice but he expressed his inability in signing the agitation notice of United Forum and mentioned that he is in favour of Joint struggle of all the Associations and he along with his members already actively participated in demonstrations made on 30/03/2017 by the Majority Association. Com. GS, AIGETOA was requested by GS AIBSNLEA and GS, AITEEA for serving a agitation notice under the banner of United Forum for protest actions, but GS AIGETOA was perhaps committed to Majority Association not to go for agitation on the platform of United Forum and insisted us also to come and join with them rather than starting agitation. And finally they formed Joint Forum and served a notice of agitation on 10.04.2017 when the GS AIBSNLEA was on LTC at Port Blair w.e.f. 09.04.2017 to 16.04.2017. I explained to GS AIGETOA and GS SNEA that at present I am away from CHQ and after having the talk with our CHQ Office bearers and Circle Secretaries, I shall be able to take the decision because just three months before referendum has taken place wherein lot of hot exchanges have taken place, so immediate joint struggle is not possible. We have to convince and mentally prepare our members at base level for joint struggle then only it would be possible for us to come together but it was ignored for which the reasons are best known to them and finally they served the notice under the banner of Joint Forum denouncing United Forum. Now, Majority Associations is alleging support Association to derail all the HR issues which JF and BSNL Management jointly trying to resolve.

The fact remains that Jt. Forum in collision with the BSNL Management is trying to sabotage the important HR issues which the support Association have brought on track i.e. E1-A by E2, E2-A by E3 and subsequent up-gradation of pay scales E3 by E4, E5 by E6 and E6 by E7 which was approved by Management Committee of BSNL Board and was sent to DoT on 06.06.2016 during the struggle of United Forum of AIBSNLEA and AIGETOA.

A meeting of BSNL Unions / Associations was held at New Delhi on 02.06.2017 to discuss the implementation of 3rd PRC with 15% fitment benefit in BSNL. The meeting was convened by Com. P Abhimanyu GS, BSNLEU and was presided over by GS, AIBSNLEA.

During discussions, as GS, AIBSNLEA while expressing our concern on 3rd PRC implementation we demanded that the particular Clause of the Rule 14 (1) of the BSNL (REA) Rules, 2013 which prevents executive Association's participation along with the non-executives unions' agitation programs i.e. "Further, the Association will not join hands with the non-executives' unions for furtherance of their issues and / or participate in any kind of joint trade union action." should be deleted / withdrawn.

We further explained that during the agitation program of United Forum of BSNL Executives Associations comprising of AIBSNLEA, AIGETOA and AITEEA, for organizing "DHARNA" on 27th and 28th December 2016, all the three General Secretaries were issued "Show Cause" notice to initiate the disciplinary action under BSNL CDA conduct rules, wherein violation of Executives Associations recognition rules was also the charge against us. The sanctioned E/L and C/L for two days on 27th& 28th December 2016 of GS, AIBSNLEA and GS AITEEA were cancelled and a dies-non was made with two days salary cut. This issue was immediately brought to the notice of all the Unions/ Associations and accordingly GS BSNLEU and GS NFTE met CMD BSNL and Director (HR) BSNL and protested against this and gave a letter of protest but BSNL management did not withdrawn the "Show Cause" notices and "salary cut" even after a lapse of five months. We explained that under these circumstances, where we represent the executives of DGM/DE/CAO/EE/SDE/AO/JTO/JAO ranks, it is difficult to participate in the strike call because these executives are the soft target of the management and AIBSNLEA do not have any recognized channel to protect these executives. Hence, BSNL Unions/ Associations first take up the issue with BSNL Management for withdrawal of all the vindictive actions and to stop such actions against the legitimate Trade Union activities of the BSNL Unions/ Associations. But unfortunately it was not given due consideration.

The Demand of unconditionally withdrawing the BSNL C.O. letter dated 08.05.2017 banning all trade union activities in BSNL was related to the ongoing agitation of Joint Forum of BSNL Executives Associations. In compliance to the Hon'ble Patiala Court,New Delhi orders it was banned. It cannot be imposed on all the unions/ associations. Presently the matter is being defended by the Joint Forum in the Hon'ble Patiala House Court. This issue should be discussed with BSNL management by both the majority Unions/Associations. We impressed upon that making it a demand of "strike" along with the demand of 3rd PRC implementation is not correct as it dilutes the main demand.

Moreover, the Joint Forum of Executive Associations' agitation was mainly to get replacement of E-1A by E2 and E-2A by E3 only wherein they are demanding withdrawal of BSNL's earlier proposal which was send to DOT on 06.06.2016 during the agitation and the demand of United Forum of BSNL Executive Associations comprising of AIBSNLEA and AIGETOA as (1). Replacement of E-1A by E-2 and E-2A by E-3 w.e.f. 1.1.2007 and (2). Upgradation of subsequent pay scales E-3 by E-4, E-4 by E-5, E-5 by E-6 and E-6 by E-7 w.e.f. 1.1.2007.

This demand of Joint Forum of BSNL Executives Associations has trunked the BSNL's complete proposal and has halved the demand. Hence, AIBSNLEA can't associate with such association's agitation call.

In view of the above, AIBSNLEA will extend its solidarity support to the agitation call of BSNL Unions/ Associations on common demand of 3rd PRC related issues implementation.

AIBSNLEA efforts yielded result in getting revised sanction of JTOs Posts in Punjab Telecom Circle as per DOP&T guidelines. It has resulted that now all the qualified candidates from each year vacancy will become JTO the vacancies notified for the year 2013-14=43, 2014-15 =375 and 2015-16=315. Earlier the vacancy notified by the Punjab Telecom Circle was 363 by reducing of 418 which invited many court cases. But with the efforts of AIBSNLEA and Circle Secretary, Circle President of SNTTA Punjab Circle the revised sanction of JTOs Posts have been done. We congratulate all the Junior Engineers of Punjab Circle to get the JTO promotion
